CalTrans proposes Highway Master Plan for San Mateo
County
"Turn every road into a monster highway or freeway"
is the sentiment of the California State Transportation Department in 1960. Imagine
a freeway east of the existing Bayshore freeway stretching in a straight line
from Candlestick Park to the south Peninsula. This new freeway is to be called
the "Bayfront Freeway;" the land between the two freeways is to be filled with
sprawling developments.

In addition, Willow Road is slated to become a freeway
running from Menlo Park through Woodside and Skylonda all the way to Pescadero
on the coast. Fortunately, environmentalists organize themselves into grass-roots
teams to lobby their state legislators.

Although early victories were won, maps have a way of
living on in the minds of highway engineers whose attitudes towards the land can
be different than the beliefs held by the voting public. We must remember the
monsters that lurk in old maps and remain vigilant and determined.
