Palo Alto creates minimum zoning in foothills
Committee for Green Foothills is vocal in recommending that Palo Alto conduct a Hillside Study. The resultant "Livingston and Blayney Report," includes the radical notion that it will be cheaper for Palo Alto to buy the foothills rather than allow their development. Results include creation of 10-acre minimum zoning in the Palo Alto foothills.
